अंग्रेजी और चोगा, दोनों हटें

prakash-javadekarआज दो खबरें पढ़कर मुझे बड़ी प्रसन्नता हुई। एक तो भोपाल में पढ़ी और दूसरी दिल्ली में! दिल्ली की खबर यह है कि राष्ट्रीय स्वयंसवेक संघ से जुड़ी संस्था ‘शिक्षा संस्कृति उत्थान न्यास’ ने मानव संसाधन मंत्री प्रकाश जावड़ेकर को अंग्रेजी के बारे में कई साहसिक सुझाव दिए हैं। इस न्यास के मंत्री अतुल कोठारी ने जावड़ेकर को लिखा है कि देश की प्राथमिक शालाओं में से अंग्रेजी पढ़ाने की अनिवार्यता खत्म की जाए। बच्चों पर अंग्रेजी लादी न जाए। ऊंची कक्षाओं में भी अंग्रेजी माध्यम से कोई भी विषय नहीं पढ़ाया जाए।

सूचना तकनीक, मेडिकल और इंजीनियरी जैसे विषयों की पढ़ाई भी भारतीय भाषाओं में हो। उच्च-शोध के लिए खर्च किए जाने वाले करोड़ों रुपए देते समय यह देखा जाए कि वह शोध देश के लिए कितना उपयोगी है। इसी प्रकार पाठ्य-पुस्तकों में आए हुए मनगढ़ंत तथ्य, विदेशी विद्वानों की पूर्वग्रहित टिप्पणियां और भारतीय संस्कृति-विरोधी व्याख्याओं को भी निकाला जाए। जावड़ेकर ने इन सुझावों पर गंभीरतापूर्वक विचार करने का आश्वासन दिया है।

अतुल कोठारी अत्यंत निष्ठावान भारतीय भाषाप्रेमी हैं। उन्हें मैं सदा प्रोत्साहित करता रहा हूं। उन्होंने यह अदभुत कार्य किया है। मैं उन्हें बधाई देता हूं। वे अग्रगण्य हैं, क्योंकि संघ हिंदी की बात बहुत जोर से करता रहा है लेकिन उसे पता नहीं कि हिंदी आएगी कैसे? वह नौकरानी से महारानी बनेगी कैसे? यह रास्ता डा. लोहिया ने खोला था। उन्होंने कहा था, अंग्रेजी हटाओ। सिर्फ हटाओ, मिटाओ नहीं। संघ अभी तक हिंदी की लड़ाई खाली हाथ लड़ रहा था। कोठारी ने उसके हाथ में ब्रह्मास्त्र दे दिया है। देखें, जावड़ेकर क्या करते हैं? वे टीवी या सिनेमा के पर्दे से उतरकर मंत्री की कुर्सी पर नहीं बैठे हैं। वे जमीनी कार्यकर्ता रहे हैं। एक पत्रकार-परिवार के वारिस हैं। वे जरुर कुछ हिम्मत दिखाएंगे।

दूसरी खबर आज सुबह भोपाल में पढ़ी थी। उससे पता चला कि मध्यप्रदेश के विश्वविद्यालयों में अब दीक्षांत समारोहों के अवसर पर अंग्रेजों की गुलामी नहीं होगी। याने उपाधि वितरण करते समय शिक्षक और छात्र अपने सिर पर चौखुटी टोपी और चोगा नहीं पहनेंगे बल्कि भारतीय पगड़ी और कुर्ता-धोती या पाजामा पहनेंगे। उच्च शिक्षा विभाग ने सभी उप-कुलपतियों से सुझाव मांगे हैं। इस मुद्दे को कुछ साल पहले कांग्रेस के मंत्री जयराम रमेश ने सार्वजनिक तौर पर उठाया था। उन्होंने इसे अंग्रेजों की गुलामी का प्रतीक कहा था। रमेश मेरे अच्छे मित्र हैं। कन्नड़भाषी हाते हुए भी वे मुझसे सदा हिंदी में बात करते हैं। रमेश-जैसे पढ़े-लिखे और सुसंस्कृत नेता इन मुद्दों को उठाते रहें तो देश को सांस्कृतिक आजादी मिलने में देर नहीं लगेगी।

  1. राष्ट्रीय स्वयंसेवक संघ से जुड़ी संस्था “शिक्षा संस्कृति उत्थान न्यास” की ओर से मानव संसाधन मंत्री श्री प्रकाश जावड़ेकर को दिए सुझाव को लेकर इंडियन एक्सप्रेस ने किन्हीं कारण-वश मेरे निम्नलिखित विचारों को एक स्वतन्त्र टिप्पणी की तरह संपादित नहीं किया है| जबकि किसी अन्य पाठक की टिप्पणी पर प्रतिक्रिया के रूप में मेरे विचारों को प्रस्तुत करने में उन्हें कोई आपत्ति नहीं है, मैं समझता हूँ की अंग्रेजी भाषा के विषय पर मेरे विचारों का महत्व कम हो जाता है| मैं इन्हें यहाँ प्रस्तुत कर प्रवक्ता.कॉम के पाठकों से अनुरोध करूँगा कि यदि अतुल कोठारी जी को पता नहीं है कि हिंदी कैसे आएगी क्यों न हम सब मिल कर उनके साहस की प्रशंसा करते इस विषय पर अपने अपने सकारात्मक विचार दें|

    “The debate on the issue of a common language uniting all citizens across Bharat has been going on in the political arena for as long as I remember during the last seventy years of my life. If we do not have a common language in the country today it is for a very simple reason and for that I would urge all citizens to understand wicked politics of the 1885-born Indian National Congress that had the foremost responsibility of consolidating a region we call India hitherto under foreign occupation long fragmented by cultures and languages for their own benefit for easy crowd-management. Indian National Congress just followed the legacy of the erstwhile foreign ruler, that’s divide and rule.

    I see most butlers here favoring continued use of English language just because of their own selfish reasons and their myopic mindset. A high school graduate from the countryside in the State of Punjab, I fortunately grew up in an environment that allows anybody with honest hard work to prosper, may it be a janitor, in his or her own right and I find it fully imbibed with the values and characteristics of Hindutva. As a naturalized American I have never been more proud of my Hindu heritage living in the United States of America for almost four decades.

    It pains me to read comments here for those advocating for the continued use of the English language do not seem to understand and care for the utter poverty, filth, and sad plight of their countrymen, I can safely say, ninety percent of whom never favored the language despite over two centuries of rule by the firangi and particularly when the language reigned freely in our schools and universities since after the so-called independence in 1947.

    I have the solution to do away with the English language and it is so simple that I truly believe Indian National Congress very well knew but did not implement just because it defeated all the hard work they did for hijacking the freedom struggle from Neta ji and imposed itself as the government of the so-called independent nation. A common language, preferably Hindi, is a must for the citizens to save their identity as belonging to Bharat and not known by the world as individuals from South Asia.”
